In 1989, the Shoshone and Arapaho Nations Transit Authority (SANTA) was founded. Governance was transferred to the Fremont County Association of Governments in 1996. The organization was then renamed the Wind River Transportation Authority.
The Fremont County Association of Governments consists of the local governments of: Dubois, Fremont County, Hudson, Lander, Pavillion, Riverton, & Shoshoni.
The WRTA is the public transit organization that serves Fremont County. The employees of the WRTA work diligently to serve Fremont County and the Wind River Indian Reservation.
